New Leadership Elected for the World Association of Chinese Mass Media and the International Federation of Chinese Journalists

Toronto, Ontario, Canada, March 18, 2025 – Steven Zhao, Canada & World Report – On March 18, following a three-day online voting process involving 108 members from nearly 60 countries and regions worldwide, the new presidium for the World Association of Chinese Mass Media (WACMM) and the International Federation of Chinese Journalists (IFCJ) was officially elected. Kent Wu, founder and president of Las Vegas Chinese Newspaper and Las Vegas Chinese Magazine, has been elected president of WACMM, while Yue Peng, founder of Health Times and president of Health Life Report, has been elected president of IFCJ. Dr. Shaoren Gou, editor-in-chief of World Chinese Media and World Chinese Journalists, was appointed vice president and secretary-general of both organizations.

About WACMM and IFCJ

Founded in 1998 and federally registered in Canada (No. 350615-1), WACMM now includes 170 member media organizations from over 60 countries and regions. It is the world’s first global professional association for Chinese-language media, wielding considerable international influence.

The association held its inaugural meeting in Toronto, Canada, on October 11, 1999. The event was covered by Global Times on October 22, 1999, and People’s Daily correspondent in Canada, Zou Dehao. At the time, the Canadian Prime Minister Jean Chrétien sent a congratulatory message marking the establishment of the association.

IFCJ (No. 997632-9), established in Toronto, Canada, on December 2016, primarily supports Chinese journalists globally by providing professional and legal assistance, protecting journalists’ rights, and promoting international exchanges. It also issues the International Press Card.

Organizational Structure and Operating Principles

Both WACMM and IFCJ elect their presidium every five years, allowing for re-election. They maintain strict independence from political and governmental entities, accepting funding only from member media, individuals, corporations, and international institutions.

New Leadership of WACMM and IFCJ (2025-2030)

Kent Wu:
Born in Taiwan, Kent Wu graduated from the College of Journalism at Chinese Culture University. He has over 40 years of experience in journalism. He worked as editor-in-chief at Taiwan Shin Sheng Daily News before immigrating to the United States. In the U.S., he served as the president of Los Angeles Daily News and the founding general manager of Taiwan LA Daily. In 1995, he moved to Las Vegas, where he founded Las Vegas Chinese Newspaper and Las Vegas Chinese Magazine. He has been actively involved in promoting Chinese-language media and cultural exchange between China and the U.S.

Yue Peng:
He is a graduate of Beijing Sport University and holds a Master degree in Sports Journalism from the University of Cologne, Germany. He is the founder of Health Times and president of Health Life Report. From 1982 to 1988, Peng worked as a reporter for China Sports Daily. After immigrating to Canada, he founded Health Times, which became one of the most influential Chinese-language weeklies in Canada. He has also been an active promoter of sports and health exchanges between China and Canada.

Dr. Lai Lien Chin:
born in Taiwan, studied in Japan and obtained his Ph.D. in Education from Tokyo University of the Arts in 1995. He has extensive journalistic experience and was a reporter for various Japanese newspapers before founding Nan Hua Times in Kobe. A prolific author on academic and cultural subjects, Dr. Lai has held leadership positions in several cultural and journalism organizations. He is currently the president of Nan Hua Times. He is also the president of the Senior Chinese Journalists Association.

Jiang Liu:
Originally from Ningbo, Zhejiang, holds a Master’s in Business Administration and is a National Level 2 psychological counselor. He currently serves as the editor-in-chief of Zhejiang Economic Net and executive vice president of the Hangzhou Public Relations Association. Liu has a strong background in journalism and public relations, having published the book Public Relations Thinking and organized numerous international forums.

Steve Chiang:
Graduated from National Chengchi University with a degree in journalism. He worked as a reporter for Central Daily News before co-founding Weibo Cultural Company, one of the largest Chinese-language printing firms in the Americas. He was instrumental in launching Chinese LA Daily and Taiwan LA Daily, both of which have become leading publications in the Los Angeles Chinese community.

Liming Dong:
Born in Shanghai, is a graduate of Hamburg Academy of Fine Arts in Germany. After immigrating to Canada, he founded Canada Today magazine to promote mutual understanding between Canada and China. Dong has worked at Bertelsmann Publishing Group and, as the editor-in-chief of Canada Today, has pioneered diversified media development. He was  a founding vice president of WACMM in 1999.

Xianqi Cheng:
He moved to Japan in 1993 and founded Japan-China Business Times in 2005. His media philosophy focuses on business and economic information, avoiding political or religious issues. Cheng has also launched Chinese Cuisine Times to promote Chinese food culture. His work has significantly contributed to Sino-Japanese cultural and economic exchanges.

Wei Yu Ling:
Born in Taiwan’s Hualien region, Shi Miaoxi became a Buddhist monk at the age of 19 at Fo Guang Shan Monastery. He holds a master’s degree in Religious Studies from Nanhua University and is currently pursuing a Ph.D. at Fo Guang University. He serves as the president of The Merit Times, The Life News AgencyMerit Times Culture Corp., Ltd., and  the Taipei Journalists Association. He has written several books, including Entering the Aranya, Traveling in India, and The Flavor of Humanistic Bodhi. He was the first Buddhist monk to cover China’s Two Sessions as a journalist.

Jiming Liu:
He holds a Master’s degree in Management from North Borneo University College, Malaysia, and has over ten years of experience at Sichuan Satellite TV. He is currently the operations director at Macao Satellite TV. Liu has reported on the Two Sessions and has received numerous honors for his contributions to media and technological innovation.

Dr. Shaoren Gou:
He graduated from the School of Journalism at Sichuan Radio and Television University. He began his career as a journalist and media researcher in 1984 and has accumulated over 40 years of professional experience in journalism. He studied in the UK for 10 years, earning a Master’s degree in Education and Mass Media from the University of Manchester and a Ph.D. in Mass Communications from the University of Leicester.

Dr. Gou’s academic background has made him an expert in political communication between China and the West, with research interests spanning comparative political communication, world peace, and futurism.

As a prolific writer and journalist, he has held positions such as reporter, editor, and executive editor at various newspapers, including Panzhihua Daily, Hainan Special Zone News, Special Zone Times, and China and World Report (Hong Kong). In 1998, he founded World Chinese Media in Toronto, one of the earliest online media platforms established by overseas Chinese scholars, serving as a pioneer in the digitalization of global Chinese media.

Permanent Honorary Vice Presidents of WACMM and IFCJ

Dong Rui (Wong Tung To):

He is the Editor-in-Chief of Holdery Publishing Enterprises LTD.

A senior publisher and writer, Dong Rui was born in Indonesia in 1945, with ancestral roots in Jinmen, Fujian. He graduated from the Chinese Language and Literature Department of Huaqiao University in Fujian in 1969 and moved to Hong Kong in 1972, where he officially embarked on a career in publishing and literary creation.

Dong Rui’s career in editing and publishing began in 1981. He worked as an executive editor for Reader’s Companion monthly magazine under the Hong Kong Sanlian Bookstore and later served as a book editor at Wan Li Publishing. In 1991, he founded China & the World magazine in Hong Kong, serving as its president, providing a platform for international news and cultural exchange in the Chinese-speaking world.

In the same year, he co-founded Holdery Publishing Enterprises LTD with Cai Ruifen, focusing on publishing health-conscious books for young readers and literary works. As the company’s director and editor-in-chief, he has led the planning and publication of over 600 books, many of which have won literary awards or gained widespread social influence.

As a prolific writer, he has published more than 140 books. His representative works include Confessing Love Over the Wall on a Snowy Night, Dark Corner, Maze City, Small Station, Corner Photo Studio, Storms of Jiazhengdi, and The Ballad of the Exiled. He has won over 20 awards, including the Golden Sparrow Award for Flash Fiction, the Lifetime Achievement Award for Flash Fiction Writing, and the Outstanding Contribution Award for Chinese Microfiction.

He currently serves as the President of the Hong Kong Chinese Microfiction Association, Vice President of the World Chinese Microfiction Research Association, Honorary President of the Hong Kong Children’s Literature and Art Association, Honorary President of the Huaqiao University Hong Kong Alumni Association, Vice President of the International Federation of Arts & Artists, and was a founding Vice President of WACMM in 1999.

Jue Li-Kung:

A senior media professional, international political columnist, former president of the European Chinese Writers Association, and associate professor at Shih Hsin University. He is currently the co-editor-in-chief of France and the World News Network (www.eunewsnet.com) based in France.

Born in Shanghai and originally from Zhuji, Zhejiang, he moved to Taiwan with his parents in 1949. After graduating from junior high school in 1964, he went to Europe and the United States for work-study programs, studying and conducting research in political science and sociology at San Francisco State University, the University of Vienna, the Free University of Berlin, Heidelberg University, and the University of Frankfurt.

Jue Li-Kung’s media career began in 1971. While studying in the United States, he co-founded the publication Battle Report to advocate for the defense of the Diaoyu Islands. After moving to Europe in 1973, he co-founded European Communications with classmates, where he served as the chief editor and regularly wrote international current affairs commentary.

Starting in the 1980s, he became an important contributor to Chinese-language newspapers in Europe, frequently writing for European Times and establishing cooperative relationships with Hong Kong’s Ta Kung Pao and Wen Wei Po. Since 1993, he has been an overseas columnist for Singapore’s Lianhe Zaobao.

His published collections of commentary include Peace and War: International Affairs in the Post-Cold War Era and Anti-Terrorism Strategies and Civilizational Clashes. In recent years, he has actively promoted programs for overseas Chinese intellectuals to return to China for academic exchanges, collaborating with universities in Taiwan and mainland China.

He was a founding vice president of WACMM in 1999.

He is a veteran journalist with over 40 years of experience, founded the first Chinese news agency in Australia, Fei Teng Australian Chinese News Agency, in 2008. His innovative model for news dissemination has received widespread acclaim in the Australian Chinese community.
