Canadian-Based Global Chinese Media Organizations Elect New International Leadership

TORONTO, Canada — March 18, 2025 — Following a three-day online election involving 108 voting members from nearly 60 countries and regions, the World Association of Chinese Mass Media (WACMM) and the International Federation of Chinese Journalists (IFCJ) have elected their new international leadership for the 2025–2030 term.

Founded in Canada and operating as international non-profit professional organizations, WACMM and IFCJ represent one of the world’s largest global networks of Chinese-language media professionals.

Mr. Kent Wu, founder and publisher of the Las Vegas Chinese News and Xinhua Magazine (USA), was elected President of WACMM. Mr. Yue Peng, founder of Canada’s influential Health Times newspaper and President of Health Life Report, was elected President of IFCJ. Canadian media scholar and veteran journalist Dr. Shaoren Gou, Editor-in-Chief of World Chinese Media and World Chinese Journalists, was elected Vice President and Secretary-General of both organizations.

A Global Professional Network Founded in Canada

Established in 1998, the World Association of Chinese Mass Media (WACMM) is federally incorporated in Canada (Corporation No. 350615-1). Since its founding conference in Toronto in October 1999, the Association has grown into the world’s first global professional organization uniting Chinese-language media.

Today, WACMM includes approximately 170 governing media organizations from more than 60 countries and regions, creating a worldwide platform for professional cooperation among Chinese-language newspapers, magazines, television, radio, and digital media.

The Association’s founding conference in Toronto received congratulatory messages from then Canadian Prime Minister Jean Chrétien, while its establishment was reported by major Chinese media including People’s Daily and Global Times.

The International Federation of Chinese Journalists (IFCJ), federally incorporated in Canada in 2016 (Corporation No. 997632-9), focuses on professional journalism support, legal assistance, international media cooperation, and the promotion of the International Press Card program for qualified journalists worldwide.

Independent Governance

Both organizations consist of institutional and individual members from around the world.

Their Presidiums are elected every five years and may serve consecutive terms under their respective constitutions.

To preserve editorial independence, both organizations accept financial support only from member organizations, individual members, corporations, the United Nations system and related international organizations. They do not accept funding from any political party or government.

Over the past two decades, WACMM and IFCJ have organized international media exchanges, professional conferences, journalism forums, and cross-cultural communication programs that connect Chinese-language media professionals across continents.

Originally from Taiwan, Kent Wu has worked in journalism for more than four decades. He previously served as Editor-in-Chief of Taiwan’s Taiwan Shin Sheng Daily News before moving to the United States, where he became publisher of the Las Vegas Chinese News and founder of Xinhua Magazine. Throughout his career, he has promoted media cooperation and cultural communication between Asia and North America.

Yue Peng — President, IFCJ

A graduate of Beijing Sport University who later pursued journalism studies in Germany, Yue Peng founded Canada’s Health Times, one of the country’s most influential Chinese-language weekly newspapers specializing in health, lifestyle and public service information. He has long promoted media exchanges between Canada and China and is also a founding director of WACMM.

The newly elected Vice Presidents include internationally respected media leaders from Japan, Taiwan, Mainland China, Canada and Macau, including:

  • Dr. Lianjin Lai (Nan Hua Times, Taiwan)
  • Jiang Liu (Zhejiang Economic Network, China)
  • Chi-Kuang Chiang (Los Angeles Chinese media entrepreneur)

Permanent Honorary Vice Presidents

The organizations also recognize several distinguished pioneers of overseas Chinese media as Permanent Honorary Vice Presidents, including:

  • Dong Rui (Hong Kong publisher and author)
  • Yu Ligong (European political commentator and veteran journalist)
  • Teng Fei (Founder of Australia’s first Chinese News Agency)
  • Jian Zhang (Founder of Montreal’s Chinese New Times)

Their combined contributions span publishing, journalism, literature, public service and international cultural exchange over several decades.

International Recognition

As Canadian federally incorporated international media organizations, WACMM and IFCJ continue to attract growing attention from both Chinese-language and mainstream media.

The announcement of the 2025 leadership election received extensive international English-language coverage. In Canada alone, the news was carried or republished by more than 100 mainstream English-language media outlets, including the National Post, Financial Post, Ottawa Citizen, Vancouver Sun, Calgary Herald, Montreal Gazette, Toronto Sun, Winnipeg Sun, Edmonton Journal, Regina Leader-Post and many regional newspapers. It was also distributed internationally through major news platforms including The Associated Press distribution network, Digital Journal, Business Insider, the WorldNews Network, numerous U.S. television and radio stations, business newswire systems, and hundreds of regional newspapers and digital news platforms across North America.

During the 2025–2030 term, WACMM and IFCJ plan to strengthen international media cooperation, expand professional training, promote cross-cultural journalism, support Chinese-language journalists worldwide, and deepen collaboration with the United Nations system and other international journalism organizations.

The two Canadian-based organizations also aim to enhance the international visibility of Chinese-language media while encouraging professional standards, press freedom, ethical journalism and global dialogue among media professionals across cultures.
